Locally Developed Whole School Restructuring Projects

A variety of projects can be implemented under Chapter 1/Title I's Schoolwide Project option (Pechman and Fiester, 1996). In the Special Strategies suburban/rural sites, the schoolwide project schools virtually eliminated pullout programs, reduced class sizes in the primary grades, and greatly increased staff development activities. Urban sites mixed reduced class size and other advantages of the schoolwide option with the availability of additional instructional specialists, such as program support teachers and mathematics specialists.

Two of the urban schoolwide projects were selected because they also chose to offer Extended School Year services to students. Both schools offered 19 days per year of additional schooling to students during years one and two and more than two additional weeks per year of planning and staff development time to teachers. The extended-year services to students were discontinued after the second year of the Special Strategies studies, though the extended planning and staff development time components were continued and expanded.
