With the redesign of the JESPAR website have come some changes to the journal itself. We're excited to announce that beginning with Volume 8 Number 1, JESPAR will have a new cover design.

It seems especially appropriate that JESPAR's new image would debut with one of our most ambitious special issues to date, a groundbreaking report on the status of the Baltimore City Public Schools' reform project. Guest-edited by Jennifer O'Day with an introduction by James G. Cibulka, this issue presents the findings of Westat's extensive review of the progress made to date by BCPSS. Look for Quest for Quality: An Evaluation of the City-State Partnership in Baltimore's Public Schools in January of 2003.
